Luckily there was someone who created a third-party utility to search all through your empire and locate the pops beyond optimal size and split the pops for you. Managing pop size was the most boring and became the thing that you were doing all the time. It was a real micro-management nightmare, even for those of us who loved micro-managing every aspect of the game.
